The material in Record Group 3 reflects Dr. Moon’s longtime interest in, and concern with, public higher education, especially in Massachusetts. The Record Group is divided into two sub-record groups, the First dealing with public higher education in general, and the second with Dr. Moon’s participation in the study group/committee that investigated the mission of the State Colleges of Massachusetts. The first sub-record group has two series, one dealing with material on the national level, and the second with Massachusetts material. The second sub-record group also has two series, the first dealing with the work of the study group, and the second with the report the group put together.
Material on public higher education in general includes articles, essays, ERIC documents, and items on public education in other states. The material on Massachusetts is, as might be expected, much more extensive. There are a number of items from the board of Regents of Higher Education, organizations such as the Massachusetts State College Association, the Massachusetts Teachers Association, and the New England Board of Higher Education. There is also material on some of the state’s colleges and universities, especially Fitchburg State College, the institution Dr. Moon joined after the closing at Boston State College.
In 1989 at the behest of the Council of State College Presidents a steering committee was formed to assess the mission of the Massachusetts State College System. Three members of the Committee, Howard London of Bridgewater State College, Patricia Markunas of Salem State College, and Dr. Moon of Fitchburg State College, agreed to author the report resulting from the study of the state college system. The First series of the second sub-record group consists of material relating to the work of the study group in the form of committee minutes, correspondence, and the records of meetings with various state education administrators. The second series contains the numerous drafts, revisions, and comments on the report. There is also a box containing newspaper articles of relevance to the report. The final version of the report was published in three volumes in July, 1990 under the title, The State Colleges of Masssachusetts: Past, Present, and Future.
